I guess I don't understand your title. Virginia's are currently stationed in Groton as well as PH and they have been pushed out to a third squadron now with NM transferring to CSDS-12.

Just an old saying Dave, In other words, it is a good thing to spread 'em out abit. I'm saying, that it is smart. If nuclear weapons were to wipe out one area, at least you would have some spare submarines still available in other areas. Like if Groton were to be blown to bits(God forbid), then you'd still have Norfolk, PH, San Diego, Guam, and the ones that are currently out to sea left over. All I'm saying is I think the the US NAVY is on the ball.
