Chinese Gray Lady Down

News is just coming in that there has been some sort of an accident aboard a Chinese conventional submarine. First details are claiming that all 70 lives were lost.

How frequently do the Chinese have such accidents? Seems to me I heard about another accident within the past couple of years? Are their problems systemic? Training? Technical?
